New EC Rules 2026: Which Upcoming ECs Still Have a 5-Year MOP?
By Jim Tan · Sources checked 6 November 2026
Several upcoming Singapore executive condominiums still fall under the 5-year minimum occupation period (MOP). The May 2026 changes apply to sites whose Government Land Sales tender closed on or after 8 May 2026. That makes the land tender closing date the first detail I would check, even when the EC itself goes on sale in 2027. CDL’s upcoming Solano Grand in Bukit Panjang and Wynwood Grand in Woodlands are two projects I would put on a shortlist under the earlier rules. HDB’s EC conditions · CDL’s upcoming launches

What changed under Singapore’s new EC rules?
| Rule | Tender closed before 8 May 2026 | Tender closed on or after 8 May 2026 |
|---|---|---|
| Minimum occupation period | 5 years from TOP | 10 years from TOP |
| Wider resale buyer pool | Eligible Singapore Citizens and Permanent Residents after MOP. Wider market after 10 years from TOP. | Eligible Singapore Citizens and Permanent Residents after MOP. Wider market after 15 years from TOP. |
| Deferred Payment Scheme (DPS) | May be offered. Check the developer’s payment schedule and any premium. | Removed. Plan for progressive payments. |
| First-timer priority | 70% set aside for first-timers during the first month. | 90% set aside for first-timers during the first two years. |
TOP means Temporary Occupation Permit. If a project books in 2027 and hypothetically obtains TOP in 2030, a five-year MOP points to 2035 and a ten-year MOP points to 2040, assuming the applicable occupation requirements are met. For an actual unit, check its TOP and eligibility dates. MND’s May measures · HDB resale EC rules
The income ceiling uses a different cutoff. HDB raised the ceiling for new EC units from S$16,000 to S$18,000 for land tenders closing on or after 24 August 2026. The earlier-rule projects in the table below remain on the S$16,000 ceiling. A household earning above S$16,000 should check newer sites or compare eligible resale ECs before planning around an upcoming launch. Which upcoming ECs still have a 5-year MOP?
| Project or site | Area | Land tender closed |
|---|---|---|
| Solano Grand (CDL) | Senja Close, Bukit Panjang | 5 August 2025 |
| Wynwood Grand (CDL) | Woodlands Drive 17 | 5 August 2025 |
| Woodlands Drive 17 (Sim Lian) | Woodlands, separate plot from Wynwood Grand | 13 January 2026 |
| Sembawang Road EC | Sembawang | 11 September 2025 |
| Miltonia Close EC | Yishun | 14 April 2026 |
The dates in this table are land tender closing dates. They are separate from the dates when buyers can apply or book. HDB records confirm that all five sites closed before 8 May 2026. CDL lists both named projects as upcoming, and EdgeProp reports a first-quarter 2027 target for both. I would keep both on a watchlist while waiting for the developer to confirm which will open for bookings first, the pricing and any DPS option. Two upcoming 5-year MOP ECs I would compare first
Solano Grand is worth shortlisting if your routine is anchored in Bukit Panjang. Wynwood Grand belongs on the same shortlist if Woodlands suits your commute or family needs. The 5-year MOP matters if your housing needs could change sooner. For second-timers, the earlier priority period may also be relevant. I’d check the booking rules for each launch before planning around a specific unit. The next decision is whether the actual floor plan and total price work for your household.
How have EC launch prices changed?
Reported launch averages have generally risen across this selection, from S$1,085 psf at Parc Canberra in 2020 to S$1,893 psf at Rivelle Tampines in 2026. In Tampines, Tenet, Aurelle of Tampines and Rivelle Tampines give a more useful local comparison than pairing projects across opposite ends of Singapore. Even within Tampines, the sites and homes sold differ.
| Project | Initial sales booking | Reported average (S$ psf) | Source |
|---|---|---|---|
| Parc Canberra | Feb 2020 | 1,085 | The Business Times |
| North Gaia | Apr 2022 | 1,302 | EdgeProp, citing Sing Holdings |
| Copen Grand | Oct 2022 | 1,300 | CDL and MCL Land |
| Tenet | Dec 2022 | 1,360 | The Straits Times |
| Altura | Aug 2023 | 1,433 | DollarsAndSense |
| Lumina Grand | Jan 2024 | 1,464 | CDL |
| Novo Place | Nov 2024 | 1,654 | The Business Times |
| Aurelle of Tampines | Mar 2025 | 1,766 | The Business Times |
| Otto Place | Jul 2025 | About 1,700 | The Business Times |
| Coastal Cabana | Jan 2026 | 1,734 | WhichCondo |
| Rivelle Tampines | Mar 2026 | 1,893 | The Straits Times |
The table uses reported averages at initial sales booking, usually the launch day or weekend. It excludes later resale prices, indicative starting prices and land bids. The figures are broadly comparable as launch snapshots, but the units booked and treatment of deferred payment premiums vary. For example, CDL reported its Copen Grand average before an additional DPS charge, while the reported North Gaia average included a mix of payment plans. These figures are historical and do not measure the return on any individual home. Explore the Rivelle Tampines project guide
What I would check before booking
- Compare total prices for comparable layouts. Start with the rooms and usable space you need. Compare prices for a similar floor range and facing. A higher psf can still mean a lower total price if the home is smaller.
- Put both payment plans on a calendar. If DPS is offered, ask for a written quote under each plan and compare the total prices, what is payable upfront and when the balance falls due. Ask your lender how the existing mortgage and any overlap affect the plan.
- Check your HDB sale and levy separately. HDB generally requires disposal of an existing HDB flat within six months of EC key collection, based on legal completion. Check whether a resale levy applies to your household and whether the proceeds are needed for the EC purchase. HDB’s post-purchase conditions
- Include a completed resale EC in the shortlist. Compare a unit whose MOP has been met if you need to move earlier or want to inspect the actual layout and estate. HDB sets out different rules for developer sales and open-market resale, including the citizenship windows. HDB’s guide to buying an EC
Questions buyers ask
Does a 2027 EC launch automatically have a 10-year MOP?
No. Look up the land tender closing date. A 2027 launch on a site whose tender closed before 8 May 2026 can still fall under the earlier 5-year MOP.
Can a household earning S$17,000 buy one of these 5-year MOP ECs?
If its assessed monthly household income is S$17,000, that exceeds the S$16,000 ceiling for those developer-sale projects. Check how HDB assesses household income and look at newer sites whose tenders close on or after 24 August 2026, or at eligible open-market resale ECs. HDB’s income eligibility rules
Do higher EC launch prices mean the next launch will cost more?
The historical examples show a rise across different projects. Use them to set a budget range and wait for the developer’s actual price list. The site, home size, floor, facing and payment terms can all change the comparison.
