Can You Buy an HDB Resale Flat Before Selling Your Condo?
By Jim Tan · Rules checked 6 November 2026
Yes, if you qualify for a non-subsidised HDB resale flat and buy without an HDB housing loan. HDB removed the 15-month wait-out period for current and former private residential property owners on this route. You still need a valid HDB Flat Eligibility (HFE) letter. If you complete the HDB purchase while you still own the condo, you must legally complete the disposal within six months of completing the HDB purchase. The disposal requirement covers private residential property interests in Singapore and overseas. HDB announcement
When I help someone plan this move, I start with one question. Will you need the money from your condo sale to complete the HDB purchase? The answer helps decide which transaction should complete first.

When does the 30-month wait still apply?
| Purchase route | Private property rule |
|---|---|
| Non-subsidised Standard or unclassified resale flat without an HDB loan | The 15-month wait has been removed. Any required disposal must legally complete within six months after the flat purchase completes. |
| Standard or unclassified resale flat with CPF housing grants other than the Proximity Housing Grant, or an HDB loan | The 30-month rule generally applies, counted from legal completion of the private property disposal to the HFE application. |
| Resale Plus or Prime flat, or a regular BTO flat | The 30-month rule generally applies. Check the specific flat type and your household eligibility with HDB. |
HDB treats the Proximity Housing Grant separately. It lists the non-subsidised Standard or unclassified resale route with or without this grant, subject to eligibility. HDB checks property interests for the applicants and occupiers listed in the HFE application. HDB eligibility rules

Should you sell your condo first or buy the HDB resale flat first?
| Sequence | When I would consider it | What to check |
|---|---|---|
| Sell first | You need sale proceeds or usable CPF for the flat, or want a firm budget first. | When the funds will be available and where you’ll stay if the dates don’t line up. |
| Buy first | You can fund the flat before receiving the condo proceeds. | Whether you can carry both homes during the overlap and complete the condo sale within six months. |
I’d compare cash available on each completion date. If you used CPF for the condo, check the estimated refund of the principal and accrued interest. If you’re 55 or older, confirm what’s available for the next purchase after any required Retirement Account top-up. CPF Board’s housing refund guide
Two timelines for buying an HDB resale flat
You still own the condo and want to buy first
- Apply for your HFE letter and work out how you’ll fund the flat. If you’re using a bank loan, obtain the lender’s valid Letter of Offer before exercising the HDB Option to Purchase.
- Prepare the condo for sale while shortlisting flats. Review comparable sales and talk through the completion dates with your conveyancing lawyer.
- Once the flat purchase completes, track the six-month deadline. Finding a buyer or granting an option for the condo does not count as legal completion. Leave room for delays.

Illustrative buy-first schedule. January 2027: obtain your HFE letter and check that the flat purchase can be funded without the condo proceeds. April 2027: legally complete the flat purchase. Target July 2027 for legal completion of the condo sale, leaving a buffer before the six-month deadline in October. If the condo buyer needs a later completion, check that date against the actual HDB deadline before agreeing. Have your lawyer confirm the precise deadline from your flat completion date.
You’ve sold the condo or plan to sell first
- Confirm the legal completion date and check which purchase route applies. Eligible buyers on the non-subsidised route no longer have to finish the old 15-month wait. HDB says buyers with pending waiver appeals may apply for an HFE letter directly.
- Set a flat budget using the net sale proceeds and CPF actually available for the purchase.
- Work backwards from move-in and allow time for resale processing, renovation and temporary accommodation. Check the timeline separately if you want an HDB loan or a flat covered by the 30-month rule.

Illustrative sell-first schedule. February 2027: legally complete the condo sale. March: confirm the net cash received and the CPF balance available for the next purchase. Then obtain or confirm a valid HFE letter and, if borrowing, arrange financing before committing to a flat. If the flat completes in June, budget for the housing gap from February and any renovation time after completion. These months illustrate the order of decisions and do not represent processing estimates.
Which stamp duties apply when buying an HDB resale flat?
- Buyer’s Stamp Duty (BSD). Budget for BSD on the HDB purchase. IRAS Buyer’s Stamp Duty
- Additional Buyer’s Stamp Duty (ABSD). If you buy while you still own the condo, ask your lawyer which HDB acquisition remission conditions apply to your buyer profile. HDB’s six-month disposal deadline and IRAS remission eligibility are separate checks. IRAS HDB acquisition remission
- Seller’s Stamp Duty (SSD). Check the condo’s acquisition date and applicable holding period before fixing the sale schedule. For residential property acquired on or after 4 July 2025, the SSD schedule can apply to a sale within four years. IRAS Seller’s Stamp Duty
A Bishan example of moving from a condo to an HDB resale flat
Suppose you own at Sky Habitat or Sky Vue and want to stay in Bishan. I’d compare recorded condo sales with a similar floor range, size and layout to estimate the sale budget. Then I’d shortlist flats by layout, remaining lease and the walk you’ll actually take to Bishan MRT or Junction 8. At the viewing, check whether the rooms fit your furniture and listen to the home with the windows open.
| Block | Recorded resale example | Remaining lease at transaction |
|---|---|---|
| 113 Bishan Street 12 | October 2026 · 4-room · 104 sq m · floors 10–12 · S$860,000 | 58 years 4 months |
| 115 Bishan Street 12 | August 2026 · 4-room · 104 sq m · floors 4–6 · S$836,000 | 58 years 6 months |
The two examples are from HDB’s published resale records. Both have a recorded 1986 lease commencement, but they sold in different months and floor ranges. The S$24,000 gap cannot be attributed to the block alone. I would shortlist Block 113 for a higher-floor viewing and Block 115 if access towards Bishan MRT and Junction 8 is a priority. From Block 113, our guide estimates about 10 minutes to Bishan MRT on the mapped route. For either block, walk from the actual lift lobby and check road noise with the windows open.
